Apply for building permission through ODPS (Online Development Permission System)

How It Works

The process is digitized through the ODPS and follows these 6 key steps

Registration

Architect/Engineer/Developer must register as a "Person on Record" (POR) and the Citizen must create an account on the e-Nagar portal.

Drawing Preparation (Pre-DCR)

The architect prepares the building plan using Pre-DCR software to ensure it complies with GDCR (General Development Control Regulations).

Online Application

The applicant logs in, selects "Building Permission," fills in the property details (TP/FP/Survey No.), and uploads the Pre-DCR drawing file.

Document Upload & Scrutiny

Upload all required land and identity documents. The system performs an automated technical scrutiny of the drawings.

Fee Payment

Once the plan is technically verified, the system calculates the scrutiny and development fees. These must be paid online via the "Quick Pay" or dashboard link.

Approval & Digital Certificate

After field verification by a municipal inspector (if required), the competent authority approves the plan, and a digitally signed Building Permission certificate is generated for download.

Documents Required

While requirements may vary slightly based on the project type (Residential vs. Commercial), the following are standard:

  • Copy of Land Title Deed
  • Index-II
  • Latest 7/12 or 8A extracts (for Revenue land) or Property Card (for City Survey land)
span Technical Drawings & Identity
  • Building plans/Layout plans prepared in Pre-DCR format
  • Aadhaar Card/PAN Card of the owner
  • Aadhaar Card/PAN Card of the Architect/Engineer
span NOCs (As applicable)
  • Fire NOC (for high-rise or commercial)
  • Airport Authority NOC (based on height/location)
  • Drainage/Water Connection NOC
  • Environmental Clearance (for large projects)
span Land Certificates & Affidavits
  • Zone Certificate, F-Form, and Part Plan
  • Notarized undertakings from the owner
  • Notarized undertakings from structural engineer as per GDCR formats

Frequently Asked Questions

While citizens can track applications, the technical drawings must be submitted by a registered "Person on Record" (Architect or Engineer) through the portal.

Use the "Certificate Verification" tab on the e-Nagar homepage. Enter the ULB name and the unique Building Permission Number to verify authenticity.

It is a software integration that automatically checks your architectural drawings against the building bye-laws (GDCR) of Gujarat to ensure compliance before human review.

The e-Nagar portal encourages online payments via Credit/Debit cards, Net Banking, or UPI for faster processing.

The system will provide a "Scrutiny Report" highlighting the specific violations or missing documents. You can rectify these and re-submit the application.
